Abstract:

While the expectation is to use digital tools to obtain more data and information to guide decision-making processes, simplify and improve relations between public administration and users, and produce public value, several new challenges are posed by the spread of a new digital language of governance and performance management systems.
In this context, the research intends to investigate how digitalization can support public administrations in carrying out their functions and providing effective services to users/stakeholders, what are the main critical issues and possible improvement actions to be implemented. Specifically, the research deepens the experience of the One Stop Shop for Productive Activities (SUAP) as an emblematic case of the transition of public administrations towards a digital delivery model of public services. This research discusses the case of the regional SUAP platform of Tuscany Region and the perceptions of its users with the aim to understand the key aspects of the ongoing digitization process, identify the strengths and weaknesses of the governance model and develop proposals for improvement.Through this approach, this research analyses the role of SUAP in providing services efficiently and effectively, it identifies the key factors of the digital model and proposes improvement actions with reference to the governance of the SUAP. The research thus aims at contributing to the debate about the expected contribution of the use of new technologies to the ‘performance’ of the public sector.
